Can I override baseUrl for cypress.run({})?

my cypress.config.ts:

import { defineConfig } from 'cypress'

export default defineConfig({
	e2e: {
		baseUrl: 'http://localhost',
	},
})

Then I have a script that spins up an express server at a random port. I can't figure out how to tell Cypress to use that specific port at this point.

    let url = new URL(cypressOptions.default.e2e.baseUrl);
    url.port = port.toString()
    cypressOptions.default.e2e.baseUrl = url.toString();

   cypress.run()   // "Cypress could not verify that this server is running: > http://localhost"
