Webpack 4 Removal #31344

We'd like to remove support for Webpack 4. Ideally we can do this in a way where users could still install a package to work with Webpack 4, but it will not be supported out of the box with Cypress itself.
Webpack 4 had support for Node.js 6.
Webpack 5 was released 2020-10-10: https://webpack.js.org/blog/2020-10-10-webpack-5-release/
Downloads are still a bit suprisingly high for Webpack 4 though.
Why is this needed?
Ensure keeping Cypress up to date with latest standards.
