Enabling / disabling the Watchdog Timer

AMD/Zen

• WDT is programmed through a unique MSR register; according to the PPT specs
  My BIOS version 2206 does not mention this feature. Apparently newer versions can toggle it.

Intel/TCO

• Feature is based on the general ICH specs. WDT is so far implemented and tested with Westmere architecture
• Other WDT devices exist. Meaning they have to be added to the PCI list with an associated callback function to manage WDT [de]activation.
