Migrate to uv for environment management #539
Description
We can migrate to uv for environment management in order to increase our speed of development and increase reproducibility. My feeling here is that this should come after Dependabot support uv-based projects so we may incorporate automated dependency updates as we do now with poetry.
References #537 , which in exploring, yielded a similar but different pyproject.toml format that could be somewhat challenging to work through all edge cases for installation / development. I felt through working on #538 that we could best serve the project by performing a full migration to uv when the time is appropriate.
