Custom.js is loaded before jquery

The both the header.html and footer.html files include the script custom.js. The entry in the header.html needs to be removed to prevent js errors preventing the script from loading correctly. The error is produced because custom.js requires jquery and jquery is ONLY loaded in the footer.html
