times.in_location Runtime Error in Some Computer

times.in_location( times.now() , "Asia/Shanghai")

Some win10 Computer Run this code will show:

Runtime Error: unknown time zone Asia/Shanghai

Another computer is OK

i use this function to avoid the problem
