Could not initialize nvim

Downloaded appveyor build for windows mingw64, extracted and double clicked the .exe,

says Loading-> for a few seconds, then error screen:

Can't initialize nvim:
Uknown error type: wait timeout (nvim_command)

OS is Win 10 64 bit. build is latest appveyor as of today
