Fix github action PEX to include the ghcr Dockerfile complete platform as well (#226)

Summary:
In addition to the action runner we need this PEX to be executable on the ghcr image (for e.g. gitlab or older actions that ran the commands in the docker image)

Test Plan:
release.py run-tests now passes
