TOON encode/decode

We got asked if we could output TOON for passing to KI.

There are existing libraries:
https://github.com/toon-format/toon

But I wonder if TOON could be added as an output/input for jsoncons?

We've added support for TOON output, see encode_toon. The implementation largely follows the official toon-python implementation. We pass all the conformance encode tests except for the key-folding tests, as we do not currently support the "keyFolding": "safe" option (neither does the Python implementation.) We've also tested edge cases against the TOON Playground.

When we have time we'll add support for TOON input as well.
