Getting started with skill creation refers to a skill template that doesn't exist; Blogging

in .claude/skills/Createskill/workflows/CreateSkill.md I see that there Are a few required steps:

1. Read the skill system documentation: `${PAI_DIR}/skills/CORE/SkillSystem.md`
2. Read the canonical example: `${PAI_DIR}/skills/Blogging/SKILL.md`

And the Blogging/SKILL.md file doesn't exist, is it meant to be available out-of-the-box?
