…sler#59) Adds `PAI/Algorithm/tests/test-effort-levels.ts` to verify constraints outlined in the v4.0-alpha.md file: - Effort Levels table has exactly 5 tiers. - Iteration Budget table has exactly 5 tiers. - Standard tier in Iteration Budget is N/A. - ISC Count Gate floors are exactly 8, 16, 24, 40, 64. - ISC Range values are consistent with the floors. - No missing tiers across these tables.
