Conversation Starters Feature still being planned?

I was looking at past issues for conversation starters and found #3023. I also see conversation starter already in the codebase; see the search. However, I'm not seeing any way that we can actually configure conversation starters through the UI, configs, or otherwise.

We're using LibreCat in an academic context and would love to provide conversation starters for some of our agents that students use. I'm wondering if this feature is still planned on being released?

I'm happy to start looking into adding conversation starters via modelspecs, agent builder, and/or prompt library.
