prompts and bookmarks settings don't seem to work properly

I'm using LibreChat 0.7.5 and I have the following in our librechat.yaml file:

  parameters: false
  presets: false
  endpointsMenu: false
  modelSelect: false
  prompts: true
  bookmarks: false
  multiConvo: false

Note that prompts are enabled and bookmarks are disabled.

However, this is what I get:

• Bookmarks show up in the UI, despite being disabled. I can't, however, add a bookmark as far as I can tell.
• Prompts are enabled as expected, but there's no way for me to create a new prompt.

The Manage Prompts screen also doesn't give me an option to create a new prompt:

I realized that I can add new prompts after an ADMIN user enables prompt creation for all users via the UI. It sure would be nice if that was controllable via the config file instead. As it is it's super confusing (and poorly documented).

The bookmarks feature is still visible in the UI despite having bookmarks: false in the config.

@danny-avila is there a way to completely disable the bookmarks feature while having the prompt library active?

@cmurtaugh the issues you highlighted have already been fixed, the latest build has the expected UI elements from the config.
