Logic of Custom Endpoint Models Fetching

I'm just curious about how the model fetching is triggered. I have an own API, I add new models to my models endpoint, but I see the new ones are fetched only when I run docker compose up -d then restart. I have tried to clean cache, then check if they have been fetched but nope.
