Disable plugins from the endpoint menu

I want to remove plugins entirely as an option from the endpoint menu. I am not seeing a way to do that now. For the time being, I disabled all tools from the plugin store with includedTools: [""], but would rather users not see that plugins exist at all. It appears that plugins have been deprecated in favor of agents anyway.

Use the ENDPOINTS environment variable to ensure which endpoints you want users to have access to
