Bedrock Deepseek Model "us.deepseek.r1-v1:0" Does Not Support Agent Tools

What happened?

I've added the "us.deepseek.r1-v1:0" inference profile ID to the list of models in the .env file. When I query the model in a regular chat, it responds just fine. When attempting to query the model as an agent + any tool, I receive the message "This model doesn't support tool use in streaming mode".

Steps to Reproduce

1. Ensure model access is granted in all regions the inference profile might be accessed in
2. Add Bedrock inference model id to the .env file
3. Verify you can use the model in a regular chat
4. Create an agent with no tools - the model should respond.
5. Create an agent with a tool and you'll get "This model doesn't support tool use in streaming mode".
