Visibly mark some agents as 'endorsed'

In a multi-tenant deployment, we want any user to still be able to share their agents globally. But this creates a lot of noise. Teams working on internal systems (and publish MCP tools) operate and maintain agents that should be marked as 'endorsed', 'official', or somesuch.

1. Admins should be able to 'endorse' agents
2. Endorsed agents should be visibly distinguishable – I image a little emoji showing up next to its name
3. Endorsed agents should show up on top of the drop down list of Agents

Personally, I would like to see an Agent "Store" similar to how ChatGPT does their GPT Store. Being "Endorsed" could be part of that, as well as trending, most used, etc.

An Agent Store/Marketplace is being worked on as mentioned in the roadmap:

It may not implement an "endorsing" or "featuring" to begin with, but that could be something done after the initial implementation.
