[Enhancement]: Notify User When Client-Side App Can't Reach Server

What features would you like to see added?

When the client-side web app loses connection to the server, let the user know.

Currently, if the client can't connect to the server (e.g., laptop loses VPN connection), the user can still interact with Librechat, but it looks like the request is taking forever to complete. Some ideas:

• Provide a UI element at the top of the window that says something like, "Cannot reach librechat.example.com... Trying again in X seconds."
• Disable elements that require a connection until the connection is re-established.

It may be useful to continue to let the user interact with the locally cached chats so that they can continue to review previous responses.
