[Feature] Publish helm charts as OCI image to packages/releases

Can't seem to find the helm chart releases, perhaps because the github pages is already being used for the documentation and not the helm repo. Could be easier to just publish the helm chart as an OCI image so people could just install it with:

helm install librechat oci://ghcr.io/danny-avila/librechat-chart

Could be just as simple as changing the helmcharts.yml workflow to use a different action.
