[Enhancement]: Model options in the agent builder are not contingent on visibility of Azure OpenAI availability in endpoints menu

What features would you like to see added?

At this time, if I disable the Azure OpenAI section in the top left endpoints menu, model options in the Agent Builder disappear when selecting the Model Parameters. Would it be possible to remove this dependency?

The reason behind this request is because for my organization's internal deployment, we are streamlining menu options for the less technical users, providing most options through globally shared agents and giving the more technically motivated users the ability to create their own.

Try using model specs, something like this is achievable through them using existing configurations.

The end result of model specs is having simpler options to choose, and optionally, in tandem with more advanced options:
