Hi there,
I had set up the dall-e3 for image generating, but instead of creating an agent and setting up the agent in the UI
Can I set it up using the .env or librechat.yaml
So that the agent or the tool will be set up globally and without creating an agent manually

No, you can't create an agents via configuration files. Anyway you can create/edit/delete them inside mongodb container:
This set of commands will show you existing tables (agents included)

docker exec -it chat-mongodb mongosh
use LibreChat
show tables
