[Enhancement]: Make tool pinning configurable

What features would you like to see added?

Currently the only way is for a user to specifically pin a tool themselves is by pinning and unpinning from the menu.

I think it would be a nice feature to allow the developer to configure tool pinning from a configuration file.
ie default pin websearch

This would allow them to highlight certain out of the box tools such as websearch.

The user could always chose to override the default value by just pinning or unpinning the tool.
