[Enhancement]: improve T&Cs handling

What features would you like to see added?

Things like:

• Enforce scroll to end of T&Cs before accept
• Have versions of T&Cs
• Record in the DB against the user table the date and IP address (if available from Nginx in headers) of acceptance of each version

.... would all be welcome.

Legal enforcement of terms may require more than just a flag, especially when the T&Cs can be updated, what happens to the flag? If the flag is flipped to false until they accept again, we have no way of telling if they had accepted the previous version. Maybe we can guess based on if there was activity in their account. But still.
