Shared agents with "VIEWER" access can't "see" attached RAG docs..

I have created several agents and attached files for RAG. These are shared with other users, some directly, some are "shared with all". When shared with "Viewer" access, the users do not have access to documents for RAG in the agent - it cannot "see" them. Only when sharing the agent with "Editor" or "Owner" access are the documents available for RAG. This used to work before the latest RC? Is this by design?
