chore(deps): bump tough-cookie and all-contributors-cli

Removes [tough-cookie](https://github.com/salesforce/tough-cookie). It's no longer used after updating ancestor dependency [all-contributors-cli](https://github.com/all-contributors/all-contributors-cli). These dependencies need to be updated together.

Updates `all-contributors-cli` from 4.11.1 to 6.26.1
