feat: Add granular control for Dapr CLI self-hosted installation

Describe the proposal

This proposal is to enhance the Dapr CLI's self-hosted installation capabilities by providing more granular control over which services are installed like we do in kubernetes mode.

Currently, the --slim flag provides an all-or-nothing approach to excluding both the placement and scheduler service.
