python package management in all quickstarts/docs should be consistent

Seems like UV is the best option for python management so we should go through the quickstarts and readmes and either replace all of the pip commands to either start with UV as the recommended approach and have pip cmds as secondary, or we should just commit to uv cmds all together. Thoughts @Cyb3rWard0g ?

Not everyone is using uv. I'd vote for showing both options

The DX with uv is so much better due to the speed as we've now seen in the Dapr university track.

Here are the commands I used for the creation of the environment and installation:

I suggest creating the virtual environment in the quickstarts root folder (not in the individual subfolders) so it can be easily re-used.

uv venv --allow-existing
source .venv/bin/activate

The --allow-existing ensures this command can be run multiple times (for each quickstart app) and re-uses the same environment.

Inside the specific quickstart folders install the specific dependencies:

uv sync --active

This syncs the dependencies to the active virt environment (not the subfolder the requirements file is in).

@sicoyle I think we should allow ourselves to be opinionated here. uv is substantially faster and easier to work with so let's streamline on this going forward.
We should add this as part of the quickstart revamp

yes, i agree on changing everything to just reference uv tbh
