Setup lint GitHub action

We need to set up a simple GitHub Action workflow like the one on the Python SDK to perform a lint check on PRs. This should also enable the Update Branch button.

Yes, this one. Enabling this would automatically enable the ability to update a branch in PRs

@yaron2 I've got it up in #85 and the Linting is now working with the exclusion of E501,F401,W503,E203 which is Line too long (there's a lot..), Module imported but unused (this is done in __init__.py and I'm unsure of the consequence here), Line break occurred before a binary operator (Ruff does this in the previous step) & Whitespace before ':' (Ruff does this in the previous step).

The build now fails on type-checking with mypy, see here for latest run and there's 616 "errors" across 82 files.

I don't think it'll be reasonable to also attempt to fix all of those in the same PR. What's your take?

Edit: I've added exclusions from mypy to report the errors. I've done so on each sub-module of dapr_agents so it'll be "easy" to take on module at a time by removing it from mypy.ini and then run tox -e type.

Yes I agree undertaking fixing all the build issues in the same PR would be too much
