Description

This PR is be grabbing filinto's changes from #814 and then opening a PR. He is out on vacation right now, so I am picking this up to wrap the task up for enabling agent tool calling and streaming capabilities. This PR depends on upstream changes and should not be merged until those are ready, approved, and merged.

• dapr/dapr feat(conversation api): add streaming + tool call support dapr#8851
• dapr/contrib feat: convo api streaming and tools support added components-contrib#3880
• also then enables dapr/dapr-agents PR coming soon
