RFC: Removing Neo from the Windows blacklist for OpenCL

Ive been testing Neo OpenCL iGPU on Windows and I dont see any problems. With the current state, users need to modify darktablerc to bypass the blacklist first, which is an inconvenience. They then need to turn on OpenCL in preferences and make sure the Intel GPU is selected.

No opinion on "windows neo" at all. I guess you should do a pr removing it from blacklisting pretty soon so we have feedback early in 5.6 cycle.
