Our action cannot change the state when the resolved time is set, and it cannot change the resolution time

We did #8627 which allowed connecting a user moderation to a closed case.

I still think this is an issue (but less urgent - since we don't need to reopen this specific case)

I am not sure if reopening is feasible or how it would count in the regulatory reporting, esp. if the close and the re-open is in different reporting window. /cc @jonasfj
