Move browser tests under 'dart2js && d8' to just 'd8'

html_mocks_with_static_interop_test is currently failing in
the DDC d8 bot. Both this test and object_members_test should be
filtered out in this bot instead of just for dart2js. The latter
is currently failing in the DDC d8 bot as well.
