I don't expect it to be common enough to want to overwrite the entire list, that it's worth having a specialized function for it. Using fillRange works.
If you overwrite an entire existing list with one value, you could also just allocate a new one using List.filled, or clear it and fill it up again if it's not fixed-length. Wanting to hold on to a list, keep its length, but none of its values, seems a little too speculative.

I'm going to say no to this one.
