New tests added for testing the resident frontend server functionality are flaking on Windows

The new tests added for testing the expression evaluation and hot reload functionality of the resident frontend server are flaking on Windows and are causing lots of issues on the buildbots.

These tests are now marked as Skip in the status files and hey need to be restarted after the tests are fixed to not flake.
