Proposal to Introduce a `String.Empty` Constant in Dart

This proposal was originally suggested around 13 years ago (#7094).

I’d like to revisit it and advocate for its integration into Dart, as it could be highly beneficial.

To ensure there’s no overhead, it could be implemented as a constant.

The idiomatic way to write the empty string is '' or "". It's a constant expression, it's readable and it's shorter than any alternative.

If it existed, a reader would see String.empty (lower case!) in one place, and '' in another, and might start to wonder whether there is any difference. There isn't, which means the textual difference is noise.

The only reason there could be for introducing such a constant was that we intended to move everybody over to using that instead of the literal. That's not plausible, or desirable.

There are no plans to add a constant for the empty string.
I see no benefit, whatsoever.
Nothing has changed since #7094.
