Viewing a dataset should have more space below the filelist

The footer when viewing a dataset is really close to the file list, but it probably should give the filelist some room. See this link: https://datbase.org/karissa/mapeo-examples

For example, in github UI, you see the footer only when you scroll down, but it doesn't take so much attention away from the main information you're trying to see (in this case, the dat info and filelist)

Possible fixes could be making the footer have a white background on pages that aren't the front page, or giving the filelist a minimum height

Ya I had this nice before, but removed it here. It was causing some weird stuff on the landing page when I changed the footer.

A similar approach that doesn't have an absolute footer sounds good.
