Tracking issue for rkyv support

To enable applications using rkyv as storage format.

In addition to all storage types, transport types that need rkyv support are:

• AppendEntriesRequest
• AppendEntriesResponse
• VoteRequest
• VoteResponse
• InstallSnapshotRequest
• InstallSnapshotResponse

• Make RaftNetwork::send_append_entries() compatible with rkyv app #479
