[Feature]: Add SQL results download to recommendations

Problem Statement

Hi,

Download results from notebook is listed as a medium security recommendations, but i noticed that it doesn't pick up download from SQL results. Shouldn't that also be a security recommendations?

Enable users to download SQL query results
Workspace admins can enable or disable the ability for users to download query results.

Go to the settings page.
Click the Security tab.
Click the SQL results download toggle.

Proposed Solution

Add a new security recommendation which checks for SQL results downloads.
