It is not possible to install datacontract-cli from version 0.10.40 with Python 3.13

From datacontract-cli 0.10.40, the support for Python 3.13 was dropped.
It was done with commit: f0f6083
with preparation to ODCS v3.1.0

It would be great to reintroduce it.
What is the reason for that change?

soda-core-duckdb pins duckdb>=1.0.0,<1.1.0 (no Python 3.13 wheels)

These issues need to be resolved and a new soda-core 3.x version needs to be published:

• python 3.12 support for soda v3 sodadata/soda-core#2555
• DuckDB 1.0.0 vulnerability sodadata/soda-core#2295
• chore: allow new versions of duckdb sodadata/soda-core#2527
