Add Generic ADBC Table Provider #382
Description
Given DataFusion's integration with the Apache Arrow community, it would make sense for there to be a Table Provider for github.com/apache/arrow-adbc which can load an arbitrary ADBC driver and use the connection as a table provider.
There does already exist a Rust driver manager in the ADBC repository, so a Table Provider could be built around that.
