Add Autopopulate 2.0 specification document

Design specification for issue #1243 proposing:
- Per-table jobs tables with native primary keys
- Extended status values (pending, reserved, success, error, ignore)
- Priority and scheduling support
- Referential integrity via foreign keys
- Automatic refresh on populate
