Frequency histogram column information hard to see for low values due to resize handle

When you display a frequency histogram it is hard to see the exact values for a histogram bar when the value is very small, ie the bar is low because when moving the mouse over this small bar the resize handle keeps popping up.

This is with a larger value bar.

But when the values are very small you can hardly get at them and sometimes it just wont work.

Or the resize handle pops up, very annoying

Not directly sure how to fix this but it very annoying that you cant see the values on the graph, perhaps the tooltip could just show on the entire vertical space of the bar, even when not on the bar.

P.S. on a sidenote, it's also very annoying that the value display on the left is a local maximum, and there is no way to just give me the count of the entire period.
