Refactor build-release workflow for modular jobs

Reorganized the GitHub Actions workflow to use modular jobs for setup, Linux and Windows builds, artifact combination, testing, and release creation. Improved artifact handling, parallelized builds, and enhanced test matrix for cross-platform integration. Updated manual trigger input to default to the 'development' branch.
