For centroid initialisation, KMeans currently employs a hardcoded random seed (42).
Because of this, training becomes deterministic, but users are unable to modify or override the seed.

The objective is to implement a determinism knob that can be adjusted by:

A uint32_t seed field (default = 42 for backward compatibility) has been added to IndexSpec..During training, this seed is passed into KMeans.
The RNG is initialised using the supplied seed rather than a hardcoded value.

This allows users to override the seed for alternative random initialisations if they so choose, while maintaining reproducibility by default.
