Add smoke tests to created ckan instance to be run on CI on all providers #98
Description
Add a simple test suite based on py.test, to run in CI after creating an instance:
- Test using the instance's external domain
- Test to see the main page is up
- Create a dataset
- Upload a data file
- Test the search API to find the dataset
- Download the uploaded data
