Quota exhaustion isn't clear when creating resources #1071
Description
When a user is creating something where they have met their quota, the portal is showing this as a queued task that will continue to run until the operation is allowed, but is not giving the user any information that its stalled at a limit.
I would expect to show the user that they have reached a limit and should reach out to use to have their limit increased.
As a user creating multiple projects, when I meet the project limit ISBAT see that I am at the limit and that I will not be able to create another project without getting my limit increased or removing other projects.
