Not in Archive Page: Improve navigate-to-downloaded-item behavior when browser downloads target to Downloads folder

If target is a file which the browser can only download (but not view natively), improve behavior when try to navigate to target.

Suggested Fix

- Suggest: NIA Page detects when regular navigation fails,
  then replaces page with:
