Move global wagmi & rainbowkit HOC out of _app.tsx and into decode.tsx

Currently this HOC adds a massive bundle size to ALL pages including the static landing page. This should be scoped properly to only the decode page since the homepage nor the encode page need access to fancy web3 things.
