Remove the suspended users from the recent distinctions list

On the welcome page, there is a recent distinctions list at the bottom of the right column (« Distinctions récentes »).

Anytime a spammer validates its fraudulent email, the info is displayed there.

This should not be. No info from suspended users should be shown anymore.
