Ability to still support dropdown

Not all actions have same importance and while I do want to have icons to selected actions, I would really love to have a way to still have default way of showing all other actions that do not have icon set.

Right now if icon is not set action is not available anywhere

+1 here, same issue.
I'm using dniccum/nova-webhooks and the action is not available anywhere due to this problem.
